What is the current travel advice for Spain and Portugal?
The FCDO is currently advising “against all non-essential travel” for both Spain and Portugal, “based on the current assessment of Covid-19 risks.”

The Portuguese autonomous regions of Madeira and the Azores are exempt from the FCDO advice against all non-essential international travel, again based on the current assessment of Covid-19 risks.
